The House of Elders (Golaha Guurtida) is the Upper House of Somaliland’s bicameral Parliament, comprised of 82 distinguished elders. Established at the 1993 Borama Conference, the Guurti embodies centuries of Somali governance tradition within a modern constitutional framework. Our mandate includes legislative oversight, peace and security, and serving as the constitutional guardian.
